You would be surprise to know that many relationships begin which such text messages.
If you take the trouble to find out the sender then you have reciprocate the signal of interest. If the sender is not taunting you then badabum you have a relationship. If you ignore it then the situation defuses by itself.
But then what do I know, I have not spend my dating/relationship years in VN.
